How are Thresholds for O/A Level exams actually decided?

Every exam season, the same wave of anxiety hits Cambridge Students right before result day The Grade Thresholds.

There is a massive, highly prevalent misconception out there that thresholds are determined by some random number generator or that they are entirely based on how well everyone else performed.

The truth is, Cambridge does not just guess if a paper was hard, nor do they let student performance completely dictate the grades. Instead, establishing grade thresholds is a highly calculated, balanced science that relies on two primary factors evaluated jointly.

The Two Core Pillars of Grade Thresholds

Cambridge looks at two major components together to decide where a grade boundary sits.

1. The Difficulty Level of the Exam

Cambridge doesn't just look at a paper afterward and say, "Yeah, that looked tough." They have panels of proper subject specialists who sit down to analyze and compare the paper against previous years. They evaluate specific metrics:

  • Question Complexities: Were the questions structurally more demanding or multi-layered?

  • Paper Length: Did students have enough time to comfortably finish, or was it a race against the clock?

  • Question Style: Were the concepts asked in a novel, unfamiliar way?

The Rule of Thumb: If the exam board determines the paper was exceptionally difficult, they lower the threshold so students aren't unfairly penalized. Conversely, if the paper was straightforward, the threshold increases to maintain academic standards.

2. Overall Student Performance

The second factor is how candidates actually performed in that specific exam window. If the global cohort performs exceptionally well across the board, the threshold naturally pushes upward. If the overall performance drops significantly, the threshold is adjusted downward.

The Great Misconception: It’s All Based on Student Performance.

Many students believe thresholds are only a reflection of student averages. They are not.

To understand why, let's look at a classic comparison: A-Level Mathematics vs. A-Level Further Mathematics.

Further Mathematics is an incredibly demanding subject. Naturally, it is almost exclusively chosen by academically elite, highly competent math students. Because the cohort is so skilled, the overall performance on Further Math exams is exceptionally high.

If thresholds were entirely based on performance, the grade boundaries for Further Math would be pushed so high that almost no one could get an A. Yet, historical data shows that around 70% of Further Math students secure an A grade, whereas in regular A-Level Math, the percentage of students getting an A hovering closer to 15% to 18%.

Why does this happen?

Because Cambridge simultaneously balances performance with the difficulty level of the exam. They actively reward students for attempting a highly rigorous, difficult curriculum. If they purely used a curve based on student marks, different subjects would have identical grade distributions, which they don't.
